Operations and Maintenance.
The White County Board of Commissioners is requesting sealed proposals from qualified vendors for the long term operation and maintenance of the White County Solid Waste Transfer Station.
ADVERTISEMENT FOR BIDS
Competitive Cost Sealed Bids: Sealed Bids for construction of the RESTROOM BUILDINGS CONSTRUCTION CONTRACTS A & B (the “Project”) will be received by the White County Board of Commissioners (the “Owner”) at their office, 1235 Helen Hwy., Cleveland, Georgia30528, until 11:00 A.M., local time, Friday, July 27, 2018 and then at said office publicly opened and read aloud.No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days, except as specifically may be provided in the Instructions to Bidders and/or by State law.
Work To Be Done:
RESTROOM BUILDINGS CONSTRUCTION CONTRACTS A & B (FOR YONAH PRESERVE TRAILHEAD & FREEDOM PARK)
The work shall consist of furnishing all products, tools, and equipment and performing all labor necessary to construct the following:
CONTRACT A- YONAH PRESERVE TRAILHEAD RESTROOM AND WELCOME CENTER
Construction of the Yonah Preserve Trailhead Restroom and Welcome Center Building (±1,415 sq. ft.), complete with foundations, structural construction, roofing, mechanical, plumbing, electrical, painting, minor earthwork, utility connections, sidewalk, grassing, erosion and sediment control measures, and all appurtenances to provide a complete installation.
CONTRACT B- FREEDOM PARK RESTROOM
Construction of the Freedom Park Restroom Building (±395 sq. ft.), complete with foundations, structural construction, roofing, mechanical, plumbing, electrical, painting, earthwork, utility relocation, utility connections, sidewalk, grassing, erosion and sediment control measures, and all appurtenances to provide a complete installation.
Time allotted for completion of work is 150 consecutive calendar days.
All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in two (2) Contracts, one each for Contract A & B.The work will be awarded on the basis of each total sum bid for each contract A & B, for the construction of all work noted on the Drawings and in the Measurement and Payment section of the Contract Documents.
Plans, Specifications and Contract Documents: The Instructions to Bidders, Contract Agreement, Drawings, Specifications, Bid Bond, Insurance Requirements, Performance Bond, Payment Bond and other Contract Documents may be examined at the White County Board of Commissioners office, 1235 Helen Hwy., Cleveland, Georgia30528, or the office of Carter & Sloope, Inc., 1031 Stonebridge Parkway, Watkinsville, GA30677.Copies may be obtained at the office of the Engineer, Carter & Sloope, Inc., 1031 Stonebridge Parkway, Watkinsville, GA30677, Telephone: (706) 769-4119, Fax: (706) 769-4546, upon payment of $200.00 for each set (non-refundable).A Bidder’s Proposal will not be considered by the Owner unless the Bidder is on record with Carter & Sloope, Inc. as having purchased and received complete Bidding Documents.
Pre-Bid Conference: A Pre-Bid Conference will be held at 11:00 A.M. local time on Friday, July 13, 2018 at the White County Board of Commissioners Office, 1235 Helen Hwy., Cleveland, Georgia30528. After a brief project review meeting, Bidders can drive to the two project sites located on Albert Reid Rd. and Brook St., Cleveland, GA 30528.
Representatives of Owner and Engineer will be present to discuss the project. Bidders are strongly encouraged to attend and participate in the conference, but attendance is not mandatory. Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective.
Bonds:Each Bid Form must be accompanied by a Bid Bond in the amount of 5% of the amount bid.The successful bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount.All bonds shall be duly executed by the Bidder as principal and have as surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570.
Permits:All necessary permits for this project will be acquired prior to construction commencement anticipated in August 2018.On request, Bidders will be provided access to the site to conduct such explorations and tests deemed necessary for submission of a Bid.
Funding: The project is being funded with local funds.
Land/Easement Acquisition:No land acquisition is required for this project.
Reservation of Rights:Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.Owner reserves the right to waive informalities, and to re-advertise.
